SUMMARY   All employers with hazardous chemicals in their workplaces must prepare and implement a written hazard communication program, and must ensure that all containers are labeled, employees are provided access to MSDSs, and an effective training program is conducted for all potentially exposed employees.

GHS is an acronym for the Globally Harmonized System of Classification and Labeling of Chemicals. The purpose of the GHS is to promote common, consistent criteria for classifying chemicals according to their health, physical, and environmental hazards and to encourage the use of compatible hazard labels, safety data sheets for workers, and other hazard communication information based on the resulting classifications.

GHS is a system for standardizing and harmonizing the classification and labeling of chemicals. It is a logical and comprehensive approach to (1) defining health, physical, and environmental hazards; (2) creating classification processes that use available data on chemicals for comparison with the defined hazard criteria; and (3) communicating hazard information, as well as protective measures on labels and safety data sheets (SDS).

OSHA published its final rule aligning the Hazard Communication Standard (29CFR1910.1200) with the GHS on March 26, 2012. The new rule became effective May 25, 2012. Employers had until December 1, 2013 to train their employees on the new label elements and SDS format and until June1, 2015 to be compliant with all other modified provisions. Distributors could no longer ship chemicals with the old labels after December 1, 2015. Employers have until June 1, 2016 to update their alternative workplace labeling and hazard communication program, as necessary, and to provide any additional employee training for newly identified physical or health hazards. During these transition periods employers may comply with the current standard, the new standard, or both.
